I want to know that is there a novel way of defining several two dimensional contact pairs in Abaqus/Explicit. I know that abaqus has the capability of defining a general contact but it is restricted only to Abaqus standard and 3D Abaqus explicit problems.
I have a 2D plane strain problem where I have to specify more than 1000 contact pairs in the assembly between similar instances of the same part. Is there a fortran subroutine that could be used to determine so many contact pairs?

You may be able to write a
You may be able to write a python script to define them. When you perform any action on Abaqus/CAE it records it to a replay file. You can then use that replay file that has one definition and modify it to do all 1000.
However, I am worried about the contact search involved with 1000 contact pairs. You might be better off modeling this in 3D with shells, using general contact, and restricting the out of plane displacements. Of course, since I don't know what your problem looks like, I can't say for sure that this would work.
