as you can see in attached, my model has been included too many small area, on the other hand hydrostatic and hydro dynamic pressure are gradient loads, so how we can apply these loads on inside and outside of shell plates as gradient loads?

I think you may take the following steps
1. Define the surfaces as individual groups.
2. Use ANSYS main menu Solution->Define Loads->Settings->For Surface Ld->Gradient to define surface gradient pressure.
3. Select the surface groups you defined in step 1.
4. Apply the forces to the nodes attached to the surfaces.
