"How to deactivate solidworks2008 license in one PC and then transfer to another PC? Are there any instruction I could follow?"

Easy. Just call up the vendor that sold you the license and tell them you are moving it to another computer. They will make a note in your license account @ solidworks.

In SolidWorks under
In SolidWorks under Help invoke Transfer License to De-activate your license.
