Biswajit, based on prior work, at least in my field, I can guess up to a very high accuracy who the authors are. Thus, it is really not double blind reviews. In another post http://imechanica.org/node/22093, I made some suggestions to hold reviewers more accountable using a community-based approach. Please let me know your comments for those ideas.
