Manufacturing challenges associated with variable stiffness composites

Can  any one tell me what are the variable stiffness composites and what are the manufacturing challeneges involved.

There is an excellent review paper on variable stiffness composites:

Regarding manufacturing challenges, I would refer you to the works of Prof. Gürdal in Delft.
