TYPO on page 67
There is a typo in this passage. On the top of page 67, the formula for σ22 should be as follows:
σ22=(1+2a/b) σ∞
We can check this by plugging ρtip into the more general form of σ22, or just considering the fact that it doesn't make sense the way it is written in the text.
